There is widespread agreement we should preserve buildings that have value for their age or design. However, heritage legislation is badly designed. It substantially exacerbates the housing affordability crisis while doing little (often harming) for neighbourhood amenity.
Among other flaws, there is no comparison of costs with benefits and the criteria for listing do not reflect community values. The legislation needs an overhaul.
